This paper provides the beginning of a strategy for emergency seed supply for Afghanistan. This version focuses largely on wheat, but the plan is to broaden it, with the help of contributors to many other agricultural crops as well. This version has been prepared as a resource for use at the relief planning meeting to be held in Tashkent, 20-21 January 2002. Guidelines for the emergency provision of wheat seed to Afghanistan's wheat farmers over the next two to three years.
